I honestly think this is would be a bit OP. Maybe only faction, but not character.

More player choice is definitely something that should happen. I currently have 3 cards locked on HIVE and I want a specific 4th, but will I ever get it rolling 1 card at a time for 3k points per roll? The odds are not in my favor...
