Had same issue. It fixed after I formated computer for other reasons. It might have had to do with that I was using a test version of Windows 10 from the insider program. Maybe you are on the insider program as well?

Gameplay Feedback / Special mouse sensitivity for sniper

I can't find a nice medium for sensitivity aiming with sniper and other weapons. Would be nice to be able to change that one with another bar since it has very different sensitivity then the other guns.

Bug report & Technical Support / Keybinds do not save between sessions

I can change keyboard keybinds ingame and play with the new ones. But if I quit and rejoin the game it is back to default. All other options save. I tried to edit the .cfg file in mydocuments but it seems it just doesn't read it for the keybinds at all. Always default when I reopen the game.
