We're yet to know Shamash's exact origins, role and background. I presume he is the leader of the locals exiled back in the time... his horns and general appearance may be due to aleph overdose or experimentation in his body.

As an extra interesting fact (maybe relevant, maybe not); in the real wolrd's story, Shamash was the name of an ancient deity of Babylonian culture, the god of the sun.

If you watch it closer, Aliens lore heavily operating with sumerian origins. The names of Protectors, places , i think.
